I would suggest calling each of them, explaining your sister-in-law's situation, and ask them for advice on how to get her treatment.

This is one of the best cancer treatment centers in the country. Call them, ask for the breast cancer department, and explain your sister-in-law's situation. They should be able to guide you to get her into the right program ASAP.
I'm sure you know that with Stage III breast cancer she really needs to get this figured out quickly. In some cases, Stage III can still be considered early; however, it absolutely requires immediate treatment.
