    In regard to the beach sign above reminds me of De Toqueville . He used to work for Napoleon. He quit. He took a tour of America. He wrote a book when his tour was complete called "On America" in 1851. One of his observations was that Americans were the only people in the world that if they didn't like a law, they simply didn't follow it. LOL, nothings changed.
